Campaign 01 · The city has a story
After one barricade exposes a missing decision, Nia, Eli, Cass and Dev discover that the city is governed by stories disguised as sentences, surveys, seats, promises, averages and closed files.
A street race cuts Harbor Courts off from buses and emergency services. The crew must restore the people erased from the official account.
Unlocked method: Ask who did what to whom. Restore the subject, verb and person affected.

An independent review closes the barricade case without an ambulance record that was properly submitted. The crew follows the hands controlling what the civilian panel can see.
Unlocked method: Test independence by tracing who votes, who investigates and who controls the evidence, staff instructions and scope.
Source case: The Laundering, Volume I, Case 07 — The Oversight Cycle. It documents Canadian military oversight across the Somalia Inquiry, the Military Police Complaints Commission’s Afghanistan hearing and the later refusal of a full inquiry.
Mechanism carried into the fiction: an oversight body can be formally civilian while the institution under examination retains custody of the record it needs; a narrower mandate can produce a valid answer to a smaller question; that report can then enter the public record as the accountability response to the larger question.
Adaptation boundary: Marisol Bay, its Civilian Events Panel, the blue folder, Tavi’s ambulance log and every event in Episode 03 are fictional. They do not represent the MPCC case or allege equivalent conduct. The episode adapts the documented architecture, not the underlying military allegations.
